Alabama State Senator Keith Kelley has sounded the alarm on potential unintended consequences of the GENIUS Act, the federal stablecoin legislation signed into law by President Trump in July. In a sharply worded op-ed, Kelley argues the law's loopholes could destabilize rural banking systems by incentivizing deposit flight to crypto platforms.

The crux of Kelley's concern lies in provisions that may permit cryptocurrency platforms to offer yield-bearing products. "When local deposits disappear, so does the lifeblood of community banks," Kelley wrote, emphasizing how these institutions fund agricultural operations and small businesses through relationship-based lending.
